As much of the shoreline had been developed by private interests, the Rockwall city council endeavored to create a landmark development for its residents. In addition to creating public access, the council envisioned a premiere commercial and entertainment district.
Private developer Whittle Development took on the project, and following the client’s desire for an Italian theme, O’Brien Architects created a Mediterranean influenced architectural design. Today, the Harbor is an outdoor retail destination, featuring boutiques, restaurants, and offices, with a 12-screen theatre, upscale hotel, and civic center. Improvements incorporated by the City of Rockwall include an outdoor amphitheater and large signature fountain. In addition, visitors enjoy amenities including a public boardwalk, fountains, plazas, pedestrian promenade, and boat docks.
